The 1986 Hughes Amendment

In 1986 William J. Hughes of New Jersey introduced the Hughes Amendment to the 1986 Firearms Owner Protection Act as a hope to kill the bill that protected gun owners and FFL's from harassment from the BATFE. There is much question to the actual passage of it. If one watches the video of the voice vote, it is clear that Charlie Rangel fudged the vote, and even after the electronic vote was passed, it was STILL clear that the amendment passed, and is somehow still a law that is followed even today.
